Abstract

The present study aims at understanding the failure of the Russian healthcare reform launched in the early 1990s, which resulted in persisting under financing, a lack of improvement of the co-operation between the actors of the system, and consequently the incapacity to cope with the sanitary challenges of the period of systemic transformation.
